From the video I've seen of the Secret Service counter sniper, it looks like he had dude in his sights before the first shot is fired, and hesitated. Why?

maybe, he was trying to confirm that it wasn't one of their people. The fact that they had no one on those two roof tops at that range is insane. Someone's butt will roll.

So what's the deal? The SS is extremely highly trained. Most of them are former rangers or SEALS. The SS on these sniper rifles are among the best marksmen on the planet. They do not hesitate in situations like that. Why did they hesitate this time? Were they ordered to hesitate for a moment?

Maybe someone was trying to confirm the threat and held shooting orders too long. When the sniper saw the unidentified shooter on the roof, I'm very surprised he didn't eliminate him instantly.

They all knew he was up there by that time, so someone was making the call.... I'm guessing they were waiting on the call.

Most agents are not rangers or seals. There is a small force within the Usss that does that kind of job but agents are not
