While in Wisconsin, Biden will open his state campaign headquarters in Milwaukee, where nearly 40% of residents are
black, rather than in the state
capitol of Madison.
Milwaukee also has a high level of
Hispanic voters and suburban independent voters - a group that can decide elections.
Biden will also announce $3.3 billion in infrastructure projects for disadvantaged communities, specifically black, Hispanic and Asian neighborhoods. Biden needs all three voting blocs if he wants to defeat Trump and win a second term.
