Media are allowed to see hand selected grocery stores in North Korea where there is ample selection and supply. Those hand selected stores are not representative of the whole country. That is why they are hand selected by NK government officials.
Without Tucker's proof he was able to choose a grocery store in Russia at random, what he sees in the store is not necessarily equivalent to all the stores in Russia .
