also fewer recreational boaters in cooler months means no need for as much water
drawing the water down allows property owners to work on docks and bulkheads, or even for engineers to check the structural integrity of dams and bridges
the docks that are open year-round (around here at least) are on or very near the channels, with plenty of water still
