As a country we have a bad habit of not handling things in a timely manner, and sometimes ignoring them altogether. A lot of it is political - one day one party is all about isolationism, and the next another is about image, and there's always the group who believe their tax dollars shouldn't be spent outside the country regardless of the consequences of doing nothing. Of course, there's also that smaller group of "patriots" who believe that we shouldn't do evil stuff like develop weapons that nobody else has, and the only fix to that is to give the evil stuff to evil people as a balance. Basically our foreign policy sucks because we have no foreign policy - just some random schiff that changes every four years or so - often a 180 flip.
