Realistically there's probably not anything we can do about Chinese plans in Cuba. They've been active in Cuba at least since the Obama years and maybe before. Carter's policy basically gave them the opportunity to move on the Panama Canal; virtual Chinese control of the Canal would seem to be more problematic than a base on China ... unless Cuban bases come with nukes. The Chinese have set up shop in strategic areas near the Suez Canal, and of course in the S China Sea. Doesn't take genius to see intent with respect to shipping - particularly for the US. It's a long haul around the tips of S America and Africa if it comes to moving naval ships in a hurry. We've got a generation of people like Ras now that see the US as evil opportunists who used the world, so to even think about taming Chinese plans would obviously be too outrageous to contemplate.
