Lower class Americans suffer under any administration, that's nothing new. With the exception of Obamacare, which had its own problems, no one has done much other than temporary stimulus for the working poor in a long time.

No, its a byproduct of the fact that, without resources to bring to bear in government, their interests are not represented or defended in Congress nearly in proportion of their representation in the population.
