Maybe pardons for things uncharged should be considered much the same as ex post facto law. In any case nobody should be above the law, and granting "get out of jail free" cards for future use by departing presidents should be illegal. Obviously Trump hasn't played a free pass card so far.

Report: FBI Surveillance of Rep. Darin LaHood was a Counterintelligence Operation

The New York Times reported Thursday that the warrantless surveillance of Rep. Darin LaHood (R-IL) was a counterintelligence measure.

As Congress inches towards the December deadline to reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA), a law that allows intelligence agencies to collect communications of targeted foreigners, LaHood made the startling revelation that he believed the FBI surveilled him through Section 702 without “limiters,” as revealed by a Justice Department (DOJ) and Office of the Director of National Intelligence (ODNI) routine audit.

Section 702 may also lead to incidental or even targeted collection of Americans’ communications.

The nutcase that write this stuff makes it sound like he has said something sinister. It is better for leaders to show a certain level of respect for each other than not. Until we are in direct conflict with these countries I don't see the problem. You want to negotiate not incite. These bozos - wha, wha, wha......he said something nice. Is this like when we found out Milley was being insubordinate and calling the Chinese on his own.
