I'm always fearful of allowing law enforcement to operate beyond their mandate using excessive force. There's a fine line between determining excessive force and justified force. Err on one side and you're on the slippery slope to a police state. Err on the other side and your law enforcement becomes ineffectual and you're headed toward vigilante enforcement and anarchy.
With no other details available, in that video I saw a woman physically resist arrest (tried to bite the officer's arm), which was then met in return with physical, but not lethal, force.
