What the hell does this even mean? - ...in standard time.

It excludes stats from daylight savings time.

J/k, don’t follow this account, but pretty sure it is referring to non-garbage time. For SP+, at least, garbage time stats are disregarded. (Garbage time being defined as follows: a game is not within 38 points in the second quarter, 28 points in the third quarter, or 22 points in the fourth quarter.)
