They most likely have much more than that even in the 90s the numbers were much greater. Nuclear artillery shells can be scaled down to < 1mt. None of this has really been under treaty, most of the treaties deal with delivery method i.e. range.

Tactical Nukes are measured in tens of kilotons
No such think as a 1MT artillery shell. The artillery crew would vaporize themselves
