He was incapable of comprehending or following the nurse's instructions for getting into bed, but we got it done. After a few minutes of an IV with cortisone, he was almost his old self - an amazing transformation truly impressive. Unfortunately even after what appeared to be successful surgery, it came back and he was dead within three months. I was with him during one oncology visit (got to be too much for his wife); the scan looked like the new tumor took up about a third of the brain cavity. The whole episode profoundly changed my thoughts about work, family, and what's important.
Anyway, Putin's face has been looking like someone filled with steroids to keep him going. They do work, and they can mask at least for a short period what will be fatal. You can bet they did everything to make him presentable for this event. So, yeah, he could look like a guy with a serious illness and perhaps with not much time left.

What you're describing is exactly what I think they are doing to Biden. At times, he seems incoherent and when he has a big presentation he disappears for a couple of days and come out coherent, at least for a couple of hours.
