I think it will have to pass locally to have any binding effect. I seriously doubt the residents of the affected area will green light this.
I live in Central Florida and have seen nothing indicating the locals here would have to vote to dissolve the special district. I think it is granted by the Legislature, originally in about 1967, and the issue is whether the State is going to dissolve it. The local news is that what it would do is transfer the income and the expenses of operating the services there -- everything from fire/rescue to building inspections -- from Disney's own administration to the two counties whose land Disney is on. That is Orange County and Osceola County.
Would be something like $160 million a year that local taxpayers would have to pay, as opposed to Disney managing and paying for it.
There are lot of traditionally NOT REPUBLICAN components to this, but as it would seem even GOPers are acknowledging here, the motivation to do this rests with one person and his own political ambitions.
