Russia itself is estimated to produce up to 50,000 metric tons of lithium per year by the 2030. That is what they are expecting to produce from their own mines.
I'm not for the mass electrification of vehicles but that seems to be what is being pushed amongst the masses for the future. In order for this to happen lithium is required.

They have been investing HEAVILY into their arctic oil field production which is now in limbo since nobody will assist them. That’s it. Russia is not a player in lithium production.
