There are still about 150,000 residents trapped in cellars and shelters who refused to be occupied. They have run out of food, and every time Russia agrees to an evacuation he bombs and shoots the evacuees. There is basically no city left, but still residents, so he keeps bombing it, and now throwing more soldiers at it.
