They are done at the direction of the Russian government, who pay them as independent contractors so they have plausible deniability.It's a cancerous development.
There are constant cyberattacks from Russia, but not necessarily by the Russian military/government. It seems like a great way to drag us into a war the political class wants over a nothingburger.
