Yes.

I'm willing to be persuaded of this in the loose sense (surely you don't contend that they were treaty allies?). The evidence I'd want to see is something like an American newspaper article or a statement from an American official from the '80s referring either to Iraq or Afghanistan as our ally.

I would say instead that, from our point of view, they were mere proxies in our efforts to contain, respectively, Iran and the Soviet Union. From their point of view, we were simply a useful source of armaments. Our cooperation was quite strictly circumscribed.

A thought experiment -- had, say, Israel or the Soviet Union attacked Iraq, would we have declared war on the attacker in defense of our ally Iraq? If not, why not, if they were indeed an ally? In the case of Afghanistan, no thought experiment is needed -- we didn't wage war on the Soviets.
