A person can be smart, people are always dumb.

All you do including a committee is spread the justification for the same bad decisions, as you now have even more uninformed people making a decision. Peoples whose job doesnt normally include making decisions. People with their own inherent biases and pet projects. Anything a person can do wrong a group of people can make worse.
