His point is declaring a team a "home team" for a bowl is strictly for show and does not affect the line. ESPECIALLY when said bowl is in the visitor's home state.

The line will change several times +/- until day of game. Its all about how much betting is done on each team with the current betting line. It has nothing to do with who LV thinks will win. They don't care. They want the bets on each team to be as equal as possible, the closer the less they can lose.
