They were implying that a cartridge with a bullet was involved but honestly the talking heads are so imprecise with their vocabulary here who knows. A blank is a damn “live round”.
Assuming the talking heads were right why the hell is bullet equipped live ammo on a damn movie set with a bunch of damn people that know nothing about firearms safety?
Eh I’d guess he’s genuinely upset by this needless death and associated injury and probably does feel personally responsible. I’m gonna hold off dog piling on him for now. Oh wow. If they didn’t use proper firearms trained equipment managers they’re gonna fry. And frankly they earned it.Talked to one of my friends involved in production (the industry, not this movie). There is a propmaster's union that is supposed to manage the equipment. They have very strict rules regarding prop firearms and ammunition handling. Basically put, a member of the union has to be the person to hand you the gun. They must inspect it before handing it to you. It's an insurance issue. That way, if something happens, there is one person responsible and one person held liable.
"Rust" elected to not use union propmasters )I believe it's an entirely non-union production, including SAG). There were no propmasters on set at the time to examine and manage the equipment, even without union procedure. It's going to be a mess to investigate because of attempts to save some money on the front end.

Baldwin’s stunt-double accidentally fired two rounds Saturday after being told that the gun was “cold” — lingo for a weapon that doesn’t have any ammunition, including blanks, two crew members who witnessed the episode told the Los Angeles Times.
“There should have been an investigation into what happened,” said the crew member. “There were no safety meetings. There was no assurance that it wouldn’t happen again. All they wanted to do was rush, rush, rush.” ....
As the camera crew — members of the International Alliance of Theatrical Stage Employees — spent about an hour assembling their gear at the Bonanza Creek Ranch, several nonunion crew members showed up to replace them, two of the knowledgeable people said.
One of the producers ordered the union members to leave the set and threatened to call security to remove them if they didn’t leave voluntarily.
“Corners were being cut — and they brought in nonunion people so they could continue shooting,” the knowledgeable person said.
