Didn't know that. Since I would assume kicking penalties are about safety, that's a strange rule.

Way it's always been. Football ain't safe. The rule guards against butchering the kicker who's in a vulnerable position, but if the ball is live so is the deliverer. You get your hand on the ball? It's on!
