Enough! Read my last reply. Again I’ve been doing this a long time. Your source is misrepresenting issues at play. It’s complete ****. There had to be an FY2020 legislative vehicle regardless so that DoD could write contacts in FY2020 for FY2019 funds. The government is just too slow to do otherwise.
So congress has budgetary control and allocates money that is spent by the administrative branch during the fiscal year. Wouldn't that mean that a lot of that money is actually discretionary? You'd assume a lot of funding is contingent on triggering events. For example, why would we set aside $10B to XYZ, and insist that it be done even if XYZ commits some unpardonable sin prior to deliver? This is actually where the concept of different branches of government comes into play - not so much unlike a corporation - money is allocated in a budget based on best guesses and the administrative function is to spend as is judicious but within the budget. If not done this way, why even bother with a president - just let congress rule as a big deaf, dumb, and blind committee.
