The global minimum tax (GILTI) discussed in your article was enacted by the Trump Administration, Congress, and the Treasury Department in 2017:

The Trump administration and congressional Republicans in 2017 cut the corporate tax rate to 21% from 35%. At the same time, the Treasury launched a U.S. minimum tax, of 10.5%, known as the Global Intangible Low-Taxed Income tax (GILTI) to capture revenue shifted by companies to tax-haven countries.

Biden and Treasury proposed raising the GILTI to 21%, but they have backed off to 15% recently after OECD talks.

Looks like the GILTI sweet spot is 12.5% per other OECD members. We shall see what happens.

But this isn't a new tax, it is an adjustment to the tax rate enacted by the Trump admin in 2017.

Basically what Trump and now Biden were trying to do was find an agreed upon global minimum rate that would tax companies dumping their revenue in offshore tax-havens. The only disagreement here is the rate at which they wanted to tax it.

Also, the tax code in the US really needs to be simplified, but that is an entirely different discussion.

Secretary of State Tony Blinken is encouraging all U.S. embassies and diplomatic missions to honor the radical Black Lives Matter (BLM) movement on May 25, the anniversary of George Floyd’s death, according to a report by Human Events.

Reporter Jack Posobiec published what he says is a leaked cable from Blinken explaining how American representatives abroad are to encourage conversations about “systemic racism” and racial injustice in the United States.

The cable states: “The Department supports the use of the term ‘Black Lives Matter’ in messaging content, speeches, and other diplomatic engagements with foreign audiences to advance racial equity and access to justice on May 25 and beyond. We encourage posts to focus on the need to eliminate systemic racism and its continued impact.”
