It's not about this election; this is about elections down the road. As you say this one is in the books, it's not going to change. I've worked a few nuclear plant issues in which our testing uncovered a problem that existed since day one - this despite all the certifications and pre-operational and post-operational tests - and the fact that the system or component appeared to have worked as designed for a period of years. It happens with complex operations, and in almost every case there was no intention of wrongdoing. Simple benign example - write a long technical paper, correct the errors, and I'll assure you there will still be another.
Look at the VW diesel emissions software scandal; it completely passed muster, tons of cars were sold, and the software was rigged - nobody caught it. The cars worked seemingly correctly, but they weren't. It took an after the fact hard look at the system and software when somebody caught on and called BS. You better believe the certification process is covering that particular base for next time.
