This only works if everyone is given the same opportunity for success, which isn't the case. For example, women make up ~ half of the total U.S. population but only represent ~24% of Congress. Why?

Because the people vote them into office....

Say there is a 50/50 split male/female in population.

That doesn't automatically mean there should be a 50/50 split in congress as well.

If there are more females in office... good!
If there are more males in office... good!

Equal opportunity doesn't mean everything is split evenly, it means you have an equal opportunity to achieve the same things as anyone else.
