I'd like to see an analysis on how many of those EOs directly benefit China...they sure the hell don't benefit the US
We should hamstring legislation at all levels - the real stuff, executive orders, and court mandates. They should all be forced to include "legislative" impact statements that cover everything included. The impact statement would have to include proposed benefits, why change is necessary, immediate costs, long term costs, negative effects ... It should be so onerous that nobody would want to do anything outside the necessary. It might be a way to finally get rid of riders and attachments - just too damn much effort to please somebody else for a vote. The final point: if you don't get it right often enough on benefits and costs, you are banned for life from writing legislation.
