No. It was a US owned institution and the US didn't recognize the seceding states as a sovereign nation. And it was actually President Buchanan that refused to surrender federal forts to the seceding states. After Lincoln was inaugurated, he actually notified them that he was sending in supplies and SC attacked, believing it to be a trick.
It was this fractured 4 years ago, that's why Trump was elected. The Dems and MSM ensured that it became more fractured over the past 4 years.
