lol define 'recruits itself' then? We hover around top 10 regardless of Ws and Ls. Win games and yes the top 5 classes will all but put themselves together. Go back a decade. Go back 2 decades. For the most part it is the same 10-15 schools near the top. The determining factor for who makes the top 5 classes are Ws and Ls. UT recruits itself. Only thing stopping us from pulling top 5 classes is our lack of success on the field.
