Biden himself plays well to Midwest states. Biden owes his skin to black people voting for him in the primaries in huge numbers. If he picked Pete they wouldn't show up for him in November.

You're right about California, he's winning that regardless which is why I said earlier that she doesn't gain him anything the way a VP pick should. I think either Susan Rice or Val Demings would've been better.

That being said all Biden really needs to do is not go completely senile in the debates and he should be ok.
