No, just new construction. They replaced a lot of the old deteriorating wall/fence in that total. You could refer to it as new construction of wall. Some areas are where no wall ever existed and much is just where the old was not effective due to it's age and deterioration.

The reason I asked, was that as of last month, the estimates were 3 miles of actual barriers where there were none before. Although this month I've seen the number as high as 16.

Just from a Google Search I found this from May 26th. This may be where you got the 16 miles from.
There’s new wall on 194 miles of the border. Sixteen miles didn’t have a barrier before.

According to Trump's tweet today they have 256 miles. So 62 more since May 26th. He said they should have close to 500 by the end of the year.
 
I like Grassley, but the speaker comes ahead of him in the succession. Congress will choose a new speaker (Or re-elect Pelosi) in January.

Watching Trumpkins struggle with dear leader’s ignorance resulting in President Pelosi or Schiff would make up for a lot of 2020.

I was reading up on that, but my takeaway was that if their wasn't an election, The Speaker wouldn't be The Speaker, as in House seats would expire as well. But enough senators would remain to form a majority, however that played out. Thus, my Grassley question, but could be someone else.
 
F it. Dems claim Reps engage in voter suppression and working with other countries to rig results. Reps claim Dems commit voter fraud and that’s behind pushing for mail in voting. Since neither side will accept the results of whatever happens I say let’s have Trump and Biden a Billy Madison-style Academic Decathalon. Winner take the WH! That would be entertaining as hell. I say either that or a steel cage match that goes until someone quits (or dies). Then no one can bitch about cheating unless Obama sneaks a chair into the ring for Biden.

Ah I see.

Article I Section 4 gives most power over legislator elections to the states. I’m sure those sneaky democrat states would just go ahead and hold their elections and send their delegates to Congress.

The real burning question I have is how would the Trumpists would spin President Maxine Waters as part of their 4D Chess theory of Trump’s actions. 😂😂

Can we go ahead and get the Dems preferences on President? I mean vice president. I wonder if anyone is willing to put down their likes and nots in case it doesnt work out their way. And they have to stand behind someone they admittedly dont want.

Trump Recovers Taxpayer Cash On A $1 Billion Obama-Backed Solar Plant That Was Obsolete Before Ever Going Online

The Department of Energy reached a settlement Thursday to recover $200 million in taxpayer funds from a loan the Obama administration distributed in 2011 to finance a $1 billion solar power plant that was deemed obsolete before it could officially go online.

The settlement between DOE and Tonopah Solar Energy must now be approved by a bankruptcy court, the Las Vegas Review Journal reported.

The DOE provided a $737 million loan to Tonopah in September 2011 for the purposes of financing the $1.1 billion Crescent Dunes Solar Energy Project in Nevada. The agency disbursed funds for the plant in 2011 and 2013 before the project experienced problems requiring improvements, rendering the Crescent Dunes obsolete by 2015, Bloomberg reported in January.

Thursday’s settlement will allow the DOE to recoup a portion of the $424 million Tonopah owes. The plant experienced an outage in 2016, forcing a shutdown lasting from October 2016 to July 2017, the Wall Street Journal Editorial Board reported in January. Another outage occurred in April 2019 and is ongoing.
