I would test after Christmas break (not ideal). I think most mandated testing will be eliminated except for AP tests at the end of the year.What if a school system is on "block scheduling" and has state-mandated tests at the end of the semester? Would you test them before Christmas Break (they'd have fewer days to prepare than students who took the same class during the second semester), or would you test them after Break and test first semester classes then?
At that point, would you try to put your struggling students into classes with mandated tests during second semester?
Schools on block scheduling who tried to do required testing before/right after Christmas would struggle with your plan of a post-Labor Day start (which I like, by the way).

If there were only two options; one that killed 30 million and one that killed 9 million; my stance would be that the one that kills nine million is the less horrible choice. As bad as it is, you will save 21 million lives by defeating the worst option.Nazism killed roughly 9 million. Communism, both Russian and Chinese, killed at least 30 million.

By your logic (and Weezer's) you would say they are equally bad results so it doesn't matter if 30 million die as opposed to limiting the deaths to 9 million.
I think the one thing the three of have in common is that we recognize that neither option in our preference and we wish we had better options.
