I think both of them are correct to some degree. Trump slides back and forth between "will disappear" and "likely disappear" while talking about whether it will disappear with or without a vaccine, and whether we need a vaccine. But at the same time, he states we need the vaccine. Indistinct and seemingly contrary sound bites are a continuous problem with Trump; it's like reading a Faulkner novel. It's baked in at this point, so I think I get what he's saying most of the time, but it's his biggest flaw.
Read it; it's a mess.
Here's what he should say: "No one knows whether the virus will recede on its own, or whether it would remain dormant if it did. We should proceed with vaccine development in either event, and are doing just that. In the meantime, we have to resume functioning as a society while doing the best we can at the federal, state, local and personal level to minimize danger to at-risk persons. And once we open again, we must stay open; we don't go backwards."
And then STFU. Done. Finito, and both he and the task force have a cohesive message.
