I’ve definitely seen examples of supposed news outlets using quotation marks for things that were not direct quotes. Just like the accusation of being a racist, it seems quotation marks are losing their meaning.It’s what has happened to all news media, both left and right. They create their own context to make quotations say what they want. Instead of truthful reporting on the actual context of the interview, short little Twitter/headline friendly quips are splice out and inserted into the preferred narrative.

I will say again, it causes nothing to happen. We have layers and layers of people around the POTUS, he can misunderstand it all he wants, it generates no action.
I think he views leverage as control. He can pull federal funding for State of Emergency declarations but that's it. I believe States give up some rights when declaring but I cant recall what is involved in that.
