Could we use convict labor to help harvest crops? I am sure farmers would be happy to pay for them to work.

It would be nice if people in hardest hit (rural) areas were offered employment in the fields, but I don’t know if our society would tolerate higher prices on goods.
 
Is it possible for hospitals to set up a clean room for PPE? After use, take it to a room and bombard it with UV light and then reuse. I know it isn't ideal, but if the alternative is not having proper gear it may help.

There is nothing stopping them from applying for the jobs. And even pickers have to make minimum wage.
