2) As other nations, such as South Korea, tracked and prevented new infections by testing tens of thousands of people, the Centers for Disease Control and Prevention had administered fewer than 500 tests in the entire month of February. Trump's claim that "anyone who needs a test gets a test" was a brazen lie. Dr. Anthony Fauci has called the fed's testing program a failing.
3) President Trump's team ignored an alarming shortfall of basic medical supplies, such as masks, hospital beds and ventilators necessary to handle an expected surge of patients requiring hospitalization and the Trump administration fought with governors who were openly requesting the White House to release federal funds to aid in preparation efforts. Trump brushed it all aside and accused any governor who was critical of him of partisanship.
Indeed, Trump didn't change the tone of his rhetoric on the threat of the Coronavirus, until the stock market crashed.

If they departed a different US port than the one they're arriving at and don't have their passport with them by law they can't disembark. A lot of the people just use their birth certificates which works for leaving and arriving at the same US port when cruising.Where did they depart? Not that it really should matter, as it still seems like a dik move.
