Most of the places with few cases are rural (no hospitals in the county) and they have to travel to the hospitals where there are huge number of patients. You can't win.

The Democrats might very well lose a sh*tload of seats in the US House of Representatives giving the Republicans a comfortable majority because of the reprehensible behavior by senile Speaker of the House Nancy Pelosi concerning the aid bill and other things.
