It provides an incentive to companies to lay people off and for those laid off not to look for work. Nobody should get more from unemployment than they normally make working.

PLUS it's rare that UI is denied.

You have to show proof of actively seeking a job to continue to receive UI benefits.
And I don't have a problem with capping UI benefits at prior salary.
As for the company, the more claims for UI by employees increases their unemployment tax rate. I'm not sure if that is being suspended in the current bill, though.
