This is true but only if he "signed" and submitted them during the early period. What if he signed the papers at his home and won't submit them until February? I am not saying this is the case... just that it is a possibility.

Someone said he's an EE. So he'd have no nied for them in February. He'd just show up somewhere and enroll in January...and could still go anywhere.
