Looks like it. Also, electrical junction concealed behind a wall in a No-No, I believe.

It’s #10 wire that junctions to #12 for a foot then junctions back to #10 neither junction in a box. Both closed up in a wall and on a 15 amp breaker. What could possibly go wrong?

Tore down a wall in a basement because the baseboards were damp in a spot and there was a musty smell.
