I have to disagree and I hate the targeting rule. But they didn’t call it so it doesn’t matter.

Edit: I don’t disagree that the runner never lowered his head. But the defender never changed his level. It would of been helmet to helmet no matter what.

Watch it in slow motion. I don’t discount that the runner lowered his head. The runner however besides slightly dropping his head (it was slightly) was basically running at the same pad level the whole time. The defender never changed his level. It was going to be helmet to helmet even if the RB didn’t lower his head (slightly). But like I said it wasn’t called so oh well.
