Wisconsin is one of the biggest punchers above their weight in CFB, and have been for a long time. It's strong academically, not close to a talent pool and difficult to recruit to, and doesn't have top of the line facilities.Surprised Wisconsin and Clemson are so low!
The fact that Ole Miss brought in more than Clemson shows what a big #$% the SEC swings.

Clemson is not as large as a school. I've been to their stadium. They have very loyal fans though that fill those seats. Dabo worked out for them. He was able to coach his players up. He got wins with lower recruiting classes. Now he's pulling in top recruits. I'm surprised Clemson is this low, but remember the data runs from 2015-17 and they had just recently become a player on the national scene.
