Maybe not officially, but he meets the criteria. I don't know if there's an official ruling or not until the extra year is actually in play. It's not a redshirt, it's a medical hardship waiver. He (1) didn't play in more than 30% of the games, he (2) didn't play in the second half of the season, and he (3) had a debilitating, season ending injury. It may not be official, but it seems if he wants an extra year it will be granted.

A lot of times there's a press release after the conference makes a ruling. Maybe they don't do that anymore due to HIPPA.
If he's listed as a redshirt Freshman, that's not really accurate. He's probably "officially" a Sophomore rather than a RS Freshman. It's deceptive on the published roster because athletes can take only one redshirt year and Fulkerson hasn't done that yet. I believe that he can still play zero minutes and take a redshirt. If he's already, or will, receive a medical hardship waiver it will allow him to stay one more year beyond "5 to play 4". But with the roster that's published for the fans not interested in the details, it's simpler to list him as a RS F. They might not use an asterisk on his classification because it's possibly not yet official. He has 3 more years to play and as long as the application for a medical hardship isn't denied by the SEC and the NCAA, then he'll get to play 4 more seasons.
I'm not positive, but I think he can elect to take an actual redshirt and have 5 more years to play 4.
Bottom line is that since he wants a MHW, Barnes indicated they're requesting one, and he clearly meets the 3 criteria, he can play 4 more seasons at UT.
