Also a lot built around the 50th anniversary of the end of hostilities. And a lot of veterans would have been dying at that point. I'm not sure how you untangle the motives.
Maybe, but I have records of a lot of my relatives going back into the early 1800's, and most of them either died before age 6 or lived to be over 80. The last known survivor who fought in the Civil War was Albert Woolson who died in 1956. I remember when it happened. It was a news story.The average life expectancy in 1910 for men was ~49 years old. With the Civil War starting in 1861, even if they were, say 10 year old kids while fighting, the vast majority were likely already deceased before 1910. Or, for the time, a very old age of ~59 years old. Let's assume that most of the soldiers who came home, promptly started growing their family when it was over in 1865, law of averages says many of their children would also be dying when these monuments went up, as they would now be entering their twilight years, at 45 years old.

I just looked up infant mortality, and 41.6% of children in the world born in 1860, died before age 5. Half of children born in Germany in the 19th century died before age 5. I haven't yet found U.S. Numbers, but there is your reason for low life expectancy back then. There were still large numbers of Civil War veterans alive, 50 years after the war.
