They just allowed Montenegro in a few weeks ago.
Unlikely, but why do you say never? The last 30 years have seen some unforeseeable stuff.
Montenegro also hasn't been involved in combat with Russian forces within the past decade either.
The only way I see the Western European countries even think about approving them for membership is if they agree to drop their (rightful) territorial claims to the now Russian occupied regions of their countries. That is something neither country should or would do.
