No. SA would have to stop pumping for a few months and they aren't going to do that. Their break even is $6-$8 per barrel so $30-$35 per barrel still covers all of the entitlement spending. When they and the other oil producing Gulf States cut entitlements their monarchies are over.

What American is going to be charged with the plot to overthrow of the Syrian government? Or Ukrainian government? Or the Libyan government? Or Iraqi government? Or Afghani government?
