Reagan was a master. He knew he had the support of the majority of the American people. If congress wasn't cooperating he took it the American people and then congress would fall in line.
Cooperation went on the window with Bush 41. When Bush compromised with democrats in allowing a tax raise which he pledged he wouldn't, the dems turned on him and used it against him in the next election. The age of compromising between the parties end then.
Nope, you forget Clinton. He learned he had to reach across the aisle and compromise due to the makeup of Congress after 94. It worked too. Clinton got some things done he wanted, Congress got some things done they wanted. Everyone was fairly happy in the end.
Compromise ended in 2006 when Congress changed hands.
