Hmmm. I was wrong, the electrical code (IRC E3901.2.2.3) does specify railings as fixed room dividers. thats different than the architecture definition. but they shouldn't have made you do floor outlets as literally the next section (E3901.2.3) says that floor receptacles shall not be counted towards the requirements of number of outlets.
