I would say the hesitation in the Volquest is that maybe he told some of his recruiting buddies that he was going to commit but since he did not there is a little concern in the confidence to secure his services. Some recruits really do keep the process to themselves and it makes speculating about where they are headed even worse

It would help if we had a "probability index" .

There is, it's called a crystal ball. It's right majority of the time. But, if the prospect isn't talking (not just media, but isn't telling anyone outside his circle) then it's just an educated guess. It's just where they feel confident enough to pick.
