I think its the same reason Colin Powell and Condaleeza Rice sent classified emails on unclassified servers -- they didn't know any better.

You can argue that people were increasingly aware of email hacking issues during her tenure, but fact is many people STILL don't get it. I deal with government agencies everyday, and they still struggle to keep on top of it, or to fulfill their obligations in terms of maintaining emails.

I'm not excusing her. She should have just done what they told her to do. I'm just saying that she lacked appreciation for the risk she created, just like Powell and Rice did.

I would tell her to just be honest that she did not realize it was that big a deal and really did not understand technology and how easily emails and servers can be hacked, cloned, etc. Meant no harm of course, just did not pay attention to it like she should have.
