I do not know if, or how, a municipality defines it.

A word can have multiple definitions. We could define marriage many ways, couldn't we.

Traditional definition.
Contemporary.
Old Testament.
Legal.

This line of thinking is how you trundle down the slippery slope. We must redefine what normal is to include all possible outcomes. Powerball is tonight, the odds of winning are 1:292,000,000. In our brave new world of spectrums, winning would be considered as "normal" as not winning. The probabilities are apparently irrelevant. The entirety of the universe cannot be considered normal. Are two headed cows normal? Are albino deer normal? Is a man with 4 arms normal? A reasonable person would say no. But more and more we are seeing social concepts being distorted to include whatever you can come up with as normal. If that makes me a bigot or jerk or ignorant for thinking the world should have some sort of order, so be it. But I don't think a woman who used to be a man married to a woman with another man also in the relationship is a "normal" thing to subject a kid to.
